The Policy & Resources Committee and the Guernsey Financial Services Commission are recommending the appointment of Mr Winser as a Commissioner.
If the appointment is rubber-stamped by the States, Mr Winser will serve a three-year term from 1st June 2021, before taking over as the Commission’s next Chairman from 31 December 2021.
The nomination of Mr Winser follows an open recruitment exercise which commenced in December of last year.
“This is a critical position for the regulation of the Island’s most important industry at an important moment,” said Deputy Mark Helyar, who leads on finance sector and regulatory matters for P&R.
“I am confident that he will take the Commission forward in a manner which protects and enhances our regulatory regime.”
As Chairman, he will succeed Drs Cees Schrauwers, who retires on 30 December.
“Following a rigorous selection process during which Julian demonstrated his outstanding skills and experience, I’m delighted the Policy & Resources Committee has decided to recommend him for appointment,” said Drs Schrauwers.
Mr Winser was educated at The Royal Academy Sandhurst and the Open University. He served in the Royal Green Jackets and Army Air Corps. On leaving the military he spent ten years at Baring Asset Management in operations and investment management, and subsequently 23 years at Schroders working in the investment market on behalf of both private clients and institutions.
Between 2005 and 2020 he was Chief Executive Officer of Schroders offshore private client business based in Guernsey and responsible for the Channel Islands, Gibraltar, Malta and Bermuda, while also being part of the team managing Cazenove Capital Worldwide.
Deputy Helyar confirmed that it was the intention of the Policy & Resources Committee to place Mr Winser’s nomination before the States at their May meeting.
