This Order was made by the Chief Minister on Friday 28 August 2020 and comes into force on Friday 4 September 2020. This Order amends the Comptroller and Auditor General (Board of Governance) (Jersey) Order 2015 to extend, from 14 September 2020 until the end of 13 March 2021, the end of the term of office of those members of the Board of Governance of the office of Comptroller and Auditor General who were appointed to the Board on 14 September 2016.

This Order was made by the Minister for the Environment on Friday 28 August 2020 and comes into force on Monday 31 August 2020. This Order amends the Sea Fisheries (Spider Crabs – Restrictions on Fishing) (Jersey) Order 2019 so that in 2020 the specified period, during which fishing for protected spider crabs is restricted, runs from the start of 1 September to the end of 15 October.
It also takes the opportunity to repeal the Sea Fisheries (Spider Crabs – Restrictions on Fishing) (Jersey) Order 2015, which remained in force despite being spent (it specified the period and area for restrictions for 2015 only).

This Order was made by the Minister for Health and Social Services on Thursday 20 August 2020 and comes into force on Friday 21 August 2020. This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, to extend the restriction period to end at the end of Thursday 3 September 2020.

This Order was made by the Minister for Infrastructure on Monday 10 August 2020 and comes into force on Monday 17 August 2020. This Order replaces and updates the Motor Vehicles (Wearing of Seat Belts by Children) (Jersey) Order 1998 to reflect changes made to Council Directive 91/671/EEC by 2 Directives. These are Directive 2003/20/EC of the European Parliament and of the Council relating to the compulsory use of safety belts in vehicles less than 3.5 tonnes and Commission Implementing Directive 2014/37/EU relating to the compulsory use of safety belts and child-restraint systems in vehicles.

This Order was made by the Minister for Infrastructure on Monday 10 August 2020 and comes into force on Monday 17 August 2020. This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 by designating a car park in Le Clos des Sables the parish of St. Brelade and limiting parking in that car park to 12 hours in any continuous period of 24 hours.

This Order was made by the Minister for Infrastructure on Monday 10 August 2020 and comes into force on Monday 17 August 2020. This Order makes various amendments to the Road Traffic (St. Brelade) (Jersey) Order 1990 in relation to restrictions on parking and roads closed to heavy vehicles.

This Law was registered in the Royal Court on Friday 7 August 2020 and comes into force on a day to be appointed by Act of the States. The Law amends the Limited Liability Companies (Jersey) Law 2018, which provides for the establishment and regulation of limited liability companies.

This Order was made by the Minister for Health and Social Services on Thursday 6 August 2020 and comes into force on Friday 7 August 2020. This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, to extend the restriction period to end at the end of Thursday 20 August 2020.

This Order was made by the Minister for External Relations on Thursday 23 July 2020 and comes into force on Thursday 30 July 2020. This Order makes provision in relation to appeals against decisions of the Charity Commissioner. It provides for service of notices, giving of reasons, time limits for appeals, and extension of those time limits, in relation to each type of appeal that can be made under the Charities (Jersey) Law 2014.

This Order was made by the Minister for Health and Social Services on Thursday 23 July 2020 and comes into force on Friday 24 July 2020. This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, to extend the restriction period to end at the end of Thursday 6 August 2020.

These Regulations were made by the States on Thursday 16 July 2020 and come into force on Friday 17 July 2020. These Regulations make provision for an eligible foreign limited partnership (defined as a limited partnership, without legal personality, formed outside Jersey) to continue as a limited partnership within Jersey if certain requirements are met.

These Regulations were made by the States on Tuesday 14 July 2020 and come into force on Tuesday 21 July 2020. These Regulations make miscellaneous updating and housekeeping amendments to 3 sets of Public Employees Pension Scheme Regulations –
(a) the Public Employees (Pension Scheme) (Funding and Valuation) (Jersey) Regulations 2015;
(b) the Public Employees (Pension Scheme) (Membership and Benefits) (Jersey) Regulations 2015; and
(c) the Public Employees (Pension Scheme) (Transitional Provisions, Savings and Consequential Amendments) (Jersey) Regulations 2015.

These Regulations were made by the States on Tuesday 14 July 2020 and come into force on Tuesday 21 July 2020. These Regulations amend the 4 sets of Regulations which underpin the Public Employees Contributory Retirement Scheme (the “PECRS”) so that the maximum amount of any small pension accrued in the PECRS which may be exchanged in favour of a tax free lump sum, is automatically pegged to the amounts specified in Article 131CE (permitted commutation – trivial pension) the Income Tax (Jersey) Law.

These Regulations were made by the States on Tuesday 14 July 2020 and come into force on Tuesday 21 July 2020. These Regulations amend the Road Traffic (Jersey) Law 1956, mainly by (a) broadening the circumstances in which a child under the age of 14 years is required to wear a seat belt appropriate for the child’s age and (b) introducing a requirement for passengers in buses and coaches equipped with seat belts to be notified that such seatbelts must be worn.

These Regulations were made by the States on Tuesday 14 July 2020 and come into force on Wednesday 15 July 2020. These Regulations provide for the inspection and regulation of Covid-19 private testing services. The Medical Officer of Health will set and publish standards which providers of such services are required to comply with. If an inspection reveals that a provider has failed to comply with the standards, or the testing service presents a health risk to the public or individuals, the Minister for Health and Social Services will request the Chief Minister to consider exercising powers under the Control of Housing and Work (Jersey) Law 2012 to revoke the provider’s business licence or to require cessation of activities.

These Regulations were made by the States on Tuesday 14 July 2020 and come into force on Wednesday 15 July 2020. These Regulations reduce the amount to be levied in 2020 by way of the Island-wide rate under the Rates (Jersey) Law 2005 to the amount levied in 2019. The amount levied in 2021 (and in subsequent years) is not affected by this change.

This Order transfers the Chief Minister’s legal responsibilities and functions under the Patents (Jersey) Law 1957 and the Registered Designs (Jersey) Law 1957 to the Minister for External Relations.

This Order was made by the Chief Minister on Friday 10 July 2020 and came into force on Saturday 11 July 2020. This Order –

(a)        transfers the Chief Minister’s legal responsibilities and functions under the Competition (Jersey) Law 2005 and the Competition Regulatory Authority (Jersey) Law 2001 to the Minister for Economic Development, Tourism, Sport and Culture; and

(b)        transfers the Chief Minister’s legal responsibilities and functions under the Intellectual Property (Unregistered Rights) (Jersey) Law 2011 and the Trade Marks (Jersey) Law 2000 to the Minister for External Relations.

This Order was made by the Minister for Health and Social Services on Thursday 9 July 2020 and comes into force on Friday 10 July 2020. This Order extends the period of restricted opening of workplaces under the Covid-19 (Workplace Restrictions) (Jersey) Order 2020 to the end of Thursday 23 July 2020. It also repeals the Covid-19 (Construction Work) (Jersey) Order 2020 (which no longer has any legal effect because its restriction period expired at the end of Thursday 25 June 2020).

This Order was made by the Minister for External Relations on Monday 6 July 2020 and comes into force on Tuesday 7 July 2020. This Order designates persons for an asset-freeze under Part 3 of the Sanctions and Asset-Freezing (Jersey) Law 2019 whenever they are designated in the United Kingdom under regulation 5 of the Global Human Rights Sanctions Regulations 2020 of the United Kingdom (SI. 2020/680).

This Order was made by the Minister for Health and Social Services on Tuesday 30 June 2020 and comes into force on Wednesday 1 July 2020. This Order further amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020 so as to –
(a) remove the restriction relating to indoor trampolines;
(b) remove the restriction on the opening of boarding houses, caravan parks, camping grounds and hostels as well as commercial accommodation;
(c) reduce the restriction on premises selling intoxicating liquor to consume on the premises to requiring only that persons consume the liquor in an area where they are required to be seated; and
(d) reduce the restriction on opening in relation to nightclubs to allow their opening in accordance with a licence other than an Entertainment Licence.
The opportunity has also been taken to remove some clarifying provisions that are now redundant since the scope of the restrictions imposed by the Order has been reduced.

This Order was made by the Minister for Health and Social Services on Thursday 25 June 2020 and comes into force on Friday 26 June 2020. This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020 to extend the restriction period in that Order to end at the end of Thursday 9 July 2020.

This Order was made by the Minister for Health and Social Services on Thursday 25 June 2020 and comes into force on Friday 26 June 2020. This Order is made under Regulation 6(4) of the Covid-19 (Safe Distancing) (Jersey) Regulations 2020, to suspend indefinitely the effect of Regulations 2(2) and 3(1) of those Regulations. The suspended provisions contain the only criminal offences in the Regulations, and the effect of the suspension is that there is no criminal sanction in respect of breaches of safe distancing under the Regulations. The suspension is for an indefinite period, so it lasts until this Order is repealed. But the Regulations themselves expire on 30 September 2020 (unless further Regulations amend that date), so the offences will fall away on that date in any case.

This Order was made by the Chief Minister on Wednesday 24 June 2020 and comes into force on Sunday 28 June 2020. This Order amends the Control of Housing and Work (Exemptions) (Jersey) Order 2013 to align it with the amendments in the Employment (Amendment No. 11) (Jersey) Law 2020 concerning new arrangements for parental leave.

This Order was made by the Minister for External Relations on Wednesday 17 June and comes into force on Thursday 18 June. This Order sets out the policies and procedures to be followed in respect of whether a distribution from the Jersey Reclaim Fund established under the Dormant Bank Accounts (Jersey) Law 2017 is to be made, and those determining the amount of any such distribution.

This Act was made by the States on Tuesday 16 June 2020 and came into force forthwith. The Act brings into force the whole of the Employment (Amendment No. 11) (Jersey) Law 2020 on Sunday 28 June 2020.

These Regulations were made by the States on Tuesday 16 June 2020 and come into force on Tuesday 23 June 2020. These Regulations amend the Jersey Rules of the Air 2017 (the “Rules of the Air”) set out in the Schedule to the Air Navigation (Rules of the Air) (Jersey) Regulations 2017 to expand the definition of the term “safety-sensitive personnel” in line with current international standards so that in addition to a crew member, aircraft maintenance personnel and air traffic controller, it includes aerodrome operations personnel, rescue, fire-fighting and maintenance personnel and personnel allowed unescorted access to the movement area of an aerodrome.

These Regulations were made by the States on Tuesday 16 June 2020 and come into force on Wednesday 17 June 2020. These Regulations temporarily amend the Civil Partnership (Jersey) Law 2012, the Marriage and Civil Status (Jersey) Law 2001, the Civil Partnership (Approved Premises) (Jersey) Order 2012 and the Marriage and Civil Status (Jersey) Order 2018. The amendments are in response to the Covid-19 outbreak and add to amendments made by the Covid-19 (Civil Partnership and Marriage) (Jersey) Regulations 2020.

This Order was made by the Minister for Health and Social Services on Thursday 11 June 2020 and comes into force on Friday 12 June 2020. This Order amends the Covid-19 (Construction Work) (Jersey) Order 2020 and the Covid-19 (Workplace Restrictions) (Jersey) Order 2020. It extends the restriction periods in both those Orders to end at the end of Thursday 25 June 2020.

It amends the exemptions in the Covid-19 (Construction Work) (Jersey) Order 2020 for work by 2 individuals or necessary emergency repair or maintenance. The amendments remove the requirement to maintain a distance of 2 metres from other persons, and the limitations as to who else is present at the site.

It amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020 as follows. It amends the list of workplaces that must be closed and the list of workplaces that can open only for particular purposes. It also adds a general exception for working in another person’s private dwelling (or vehicle or vessel) regardless of whether the worker works with, or has physical contact with, any other person.

This Order was made by the Minister for Infrastructure on Thursday 11 June 2020 and comes into force on Friday 12 June 2020. This Order allows persons parking at pay card parking places in the Rue des Prés Trading Estate to pay for parking over the internet by using the mobile parking payment app authorised by the Minister for Infrastructure. Pay cards may continue to be used.

This Order was made by the Minister for Infrastructure on Thursday 11 June 2020 and comes into force on Friday 12 June 2020. This Order amends the Road Traffic (Sand Street Car Park) (Jersey) Order 2012 by inserting a definition of “parking charges payment terminal” and clarifying the distinction between payment at such a terminal and a payment otherwise by means of the internet.

This Order, which was made by Her Majesty in Council on 20 May 2020, was registered in the Royal Court on Friday 29 May 2020 and came into force on Monday 1 June 2020. This UK Order extends amendments to the Communications Act 2003 made by section 89 of the Digital Economy Act 2017 to Jersey. From 1 June 2020, the TV licence fee concessions will no longer be determined by regulations but determined independently by the BBC following consultation. The BBC will have the power to make changes to the concession, including changing the eligibility criteria, level of concession and qualifying age (although this may not be lower than 65) or to end the concession.

This Order was made by the Minister for Health and Social Services on Wednesday 3 June 2020 and comes into force on Thursday 4 June 2020. This Order extends the restriction periods of the Covid-19 (Construction Work) (Jersey) Order 2020 and the Covid-19 (Workplace Restrictions) (Jersey) Order 2020 to Friday 12 June 2020.

These Regulations were made by the States on Thursday 28 May 2020 and come into force at the end of Thursday 28 May 2020. These Regulations create an offence of wilfully failing to comply with the direction of a police officer to cease to gather at less than 2 metres with someone who is from another household. These Regulations expire on 30 September 2020.

This Order was made by the Chief Minister on Wednesday 27 May 2020 and comes into force on Wednesday 3 June 2020. This Order amends the 2 Orders which underpin the Teachers’ Superannuation Fund so that the maximum amount of any small pension accrued in the Teachers’ Superannuation Fund which may be exchanged in favour of a tax free lump sum, is automatically pegged to the amounts specified in Article 131CE of the Income Tax (Jersey) Law 1961.

These Regulations were made by the States on Wednesday 27 May 2020 and came into force immediately after they were made. These Regulations modify the Cremation (Jersey) Regulations 1961 so as to suspend the requirement for a medical practitioner certifying the cause of death to have attended the deceased during the deceased’s last illness. The modification would have effect only for the purposes of dealing with the current coronavirus epidemic. The Regulations expire on 30 September 2020.

This Order was made by the Minister for Infrastructure on Friday 22 May 2020 and comes into force on Friday 29 May 2020. This Order amends the Road Traffic (St. Clement) (Jersey) Order 1987 in two respects. First by introducing a prohibition of waiting in part of La Rue de Samarès; second by closing La Rue du Maupertuis to through traffic.

This Order was made by the Minister for Health and Social Services on Friday 22 May 2020 and comes into force on Monday 25 May 2020. This Order amends the Covid-19 (Construction Work) (Jersey) Order 2020 to extend the restriction period to the end of Sunday 7 June 2020, and to provide an exemption for work undertaken as the holder of a licence under the Health and Safety at Work (Asbestos – Licensing) (Jersey) Regulations 2008 (or by an employee of the holder).

This Order was made by the Minister for the Environment on Thursday 21 May 2020 and comes into force on Thursday 28 May 2020. The Veterinary Surgeons (Jersey) Law 1999 regulates the practice of veterinary medicine and surgery. The Law provides exemptions from the restrictions on the practice of veterinary surgery where the person carrying out the activity has been approved by the States Veterinary Officer. This Order adds the collection of blood for diagnostic or surveillance purposes and the testing of animals for diagnostic or surveillance purposes to the list of exemptions.

This Order was made by the Minister for the Environment on Thursday 21 May 2020 and comes into force on Thursday 28 May 2020. This Order amends the Animal Health (Tuberculosis) (Jersey) Order 2017 to allow the Minister for the Environment to approve any suitable person and not just veterinary surgeons to carry out the testing of cattle for tuberculosis.

This Order was made by the Minister for the Environment on Thursday 21 May 2020 and comes into force on Thursday 28 May 2020. This Order makes provision in relation to the welfare of calves confined for rearing and fattening and implements the provisions in Council Directive 2008/119/EC of 18 December 2008 laying down minimum standards for the protection of calves.

This Order was made by the Minister for Health and Social Services on Wednesday 20 May 2020 and came into force on Thursday 21 May 2020. This Order amends the Covid-19 (Restricted Movement) (Jersey) Order 2020. The amendment extends, for the fourth time, the period of restricted movement under that Order so that it ends at the end of Thursday 28 May 2020 (instead of Wednesday 20 May 2020).

This Order was made by the Minister for Health and Social Services on Wednesday 20 May 2020 and came into force on Thursday 21 May 2020. This Order restricts the opening of certain workplaces for a specified period under the Covid-19 (Workplace Restrictions) (Jersey) Regulations 2020. The Order also provides for the start and end of the restriction period during which the provisions of the Order apply. The period starts on the commencement of the Order and ends at midnight on Wednesday 3 June 2020, a period of 14 days.

These Regulations were made by the States on Tuesday 19 May 2020 and come into force on Wednesday 20 May 2020. These Regulations temporarily amend the Civil Partnership (Jersey) Law 2012, the Marriage and Civil Status (Jersey) Law 2001, the Civil Partnership (Forms, Registration and Fees) (Jersey) Order 2012 and the Marriage and Civil Status (Jersey) Order 2018. The amendments are in response to the Covid-19 outbreak.

These Regulations were made by the States on Tuesday 19 May 2020 and come into force on Wednesday 20 May 2020. These Regulations enable the Minister for Health and Social Services to make Orders prohibiting or restricting the opening of workplaces as specified in the Order or imposing certain conditions on their opening. Such an Order must be proportionate and necessary in light of the risk or potential risk to public health caused by Covid-19.

This Order was made by the Minister for Health and Social Services on Friday 15 May 2020 and comes into force on Monday 18 May 2020. This Order amends the Covid-19 (Restricted Trading) (Jersey) Order 2020 which currently restricts trading for certain business premises until the end of Sunday 24 May 2020 under the Covid-19 (Restricted Trading) (Jersey) Regulations 2020.

These Regulations were made by the States on Wednesday 13 May 2020 and came into force on Thursday 14 May 2020. These Regulations make temporary amendments to the Capacity and Self-Determination (Jersey) Law 2016 during an extraordinary period declared by the Minister for Health and Social Services. These amendments relate to the circumstances where a manager of a hospital, approved care home or other similar establishment may impose a significant restriction on a person that would otherwise amount to a deprivation of liberty.

This Order was made by the Minister for the Environment on Thursday 7 May 2020 and comes into force on Thursday 14 May 2020. This Order amends the Public Health and Safety (Rented Dwellings – Minimum Standards and Prescribed Hazards) (Jersey) Order 2018, to make clear that once a first electrical inspection of a rented dwelling has been carried out, further such inspections are to be carried out at 5-yearly intervals.

This Order was made by the Minister for Health and Social Services on Sunday 10 May 2020 and came into force on Monday 11 May 2020. This Order amends the Covid-19 (Restricted Trading) (Jersey) Order 2020, which restricts trading for certain business premises for a specified period under the Covid-19 (Restricted Trading) (Jersey) Regulations 2020. The Order extends the end date for the period of restricted trading, with the effect that the period of restricted trading will end at the end of Sunday 24 May 2020.
The Order also removes certain types of business premises from the list of premises that must be closed to members of the public and adds certain business premises to the list of types of business premises that may open for a specified purpose.

This Order was made by the Minister for Health and Social Services on Sunday 10 May 2020 and came into force on Monday 11 May 2020. This Order amends the Covid-19 (Restricted Movement) (Jersey) Order 2020. It extends the period of restricted movement under that Order until the end of Wednesday 20 May 2020. It extends the time allowed under the exception for being outdoors from 4 hours per day to 6 hours per day.
It also provides that if a place would otherwise be treated as public, it is instead to be treated as not being a public place if it falls within the definition of “business premises” in the Covid-19 (Restricted Trading) (Jersey) Regulations 2020 (and is not closed to the public by an Order under those Regulations).

This Order was made by the Minister for Health and Social Services on Sunday 10 May 2020 and came into force on Monday 11 May 2020. This Order amends the Covid-19 (Construction Work) (Jersey) Order 2020 to extend that Order’s restriction period so that it ends at the end of Sunday 24 May 2020, rather than at the end of the period of restricted movement declared by the Covid-19 (Restricted Movement) (Jersey) Order 2020.

This Order was made by the Minister for Infrastructure on Thursday 30 April 2020 and comes into force on Thursday 7 May 2020. This Order amends the road restrictions in St. Saviour relating to one-way traffic routes, prohibition on waiting and roads closed to vehicles exceeding 6 feet 6 inches in width. The Order also inserts new provisions closing Chasse Brunet to through traffic at all times and prohibiting parking in specified parts of Wellington Road except disc parking for a maximum 2 hour period between the hours of 9.00 a.m. and 3.00 p.m.

This Order was made by the Minister for Health and Social Services on Friday 1 May 2020 and came into force on Saturday 2 May 2020. This Order restricts trading for certain business premises for a specified period under the Covid-19 (Restricted Trading) (Jersey) Regulations 2020.

This Order was made by the Minister for Health and Social Services on Friday 1 May 2020 and came into force on Saturday 2 May 2020. This Order amends the Covid-19 (Restricted Movement) (Jersey) Order 2020. It adds a further exception from the requirement, in the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020, not to go to or remain in a public place.
The exception is for a person who is in a public place for the purpose of taking a period of absence of up to 4 hours from that person’s home. The period of absence can be taken as one continuous period, or as more than one period as long as the total in any one day does not exceed 4 hours. The exception does not require the entire period of absence to be spent in public places.
The exception applies only if the person remains, while in a public place, at least 2 metres away from anyone who resides in a different home. The exception requires the period of absence to be spent outdoors or in shops or other business premises rather than in any other buildings. The exception is not needed by a person who is already covered by any of the other existing exceptions in the amended Order, or who has a reasonable excuse for going to or remaining in a public place.

This Order was made by the Minister for External Relations on Thursday 30 April 2020 and came into force on Friday 1 May 2020. This Order amends the Taxation (Implementation) (International Tax Compliance) (Common Reporting Standard) (Jersey) Regulations 2015 to add 3 countries to the list of participating jurisdictions that are covered by the Regulations.

This Order was made by the Minister for External Relations on Thursday 30 April 2020 and came into force on Friday 1 May 2020. This Order amends the EU Legislation (Sanctions – Yemen) (Jersey) Order 2014 to give effect to Council Regulation (EU) 2020/488 of 2 April 2020 amending Regulation (EU) No 1352/2014 concerning restrictive measures in view of the situation in Yemen. The amendment allows the Minister to grant authorisations for otherwise prohibited acts in cases in which the United Nations has determined that a derogation is necessary.

This Order was made by the Minister for Health and Social Services on Tuesday 28 April 2020 and comes into force on Tuesday 5 May 2020. This Order amends the Capacity and Self-Determination (Miscellaneous Provisions and Prescribed Fees and Forms) (Jersey) Order 2018. The 2018 Order includes additional provisions relating to the making of a power of attorney and also requests for significant restrictions on liberty under the Capacity and Self-Determination (Jersey) Law 2016.

This Order was made by the Minister for Health and Social Services on Friday 24 April 2020 and comes into force on Monday 27 April 2020 at 8 a.m. This Order amends the Covid-19 (Restricted Movement) (Jersey) Order 2020. The amendment extends, for the second time, the period of restricted movement under that Order. That period, as first extended, was due to end at 8 a.m. on Monday 27 April 2020. This amendment means that it ends instead at 8 a.m. on Monday 11 May 2020.

This Order prohibits construction work for a specified period, provides for exemptions, and enables the Minister for Health and Social Services to grant (and vary or cancel) permits.

These Regulations introduce time-limited amendments to permit wills to be witnessed over an audio-visual link. The Regulations would also allow probate applications and the attestation of probate-related documents to be executed remotely.

These Regulations enable the Minister for Health and Social Services to declare a period of restricted trading in certain circumstances, enabling the Minister to direct certain business premises to close or to open only for certain purposes and to direct the occupier or operator of certain business premises not to carry out certain work or to only carry out certain work for a specified purpose.

These Regulations were made by the States on Wednesday 22 April 2020 and came into force on Thursday 23 April 2020. These Regulations allow for temporary modifications to be made to the Mental Health (Jersey) Law 2016. They also provide for the Minister for Health and Social Services to declare an extraordinary period if the Covid-19 outbreak in Jersey has disrupted the provision of care and treatment of persons suffering mental disorder.

These Regulations were made by the States on Wednesday 22 April 2020 and came into force on Thursday 23 April 2020. These Regulations amend the Health Insurance Fund (Miscellaneous Provisions) (Jersey) Law 2011 to allow £5,322,000 to be transferred from the Health Insurance Fund to the Consolidated Fund.

These Regulations were made by the States on Wednesday 22 April 2020 and came into force on Thursday 23 April 2020. These Regulations make temporary changes to the hearing of certain court and tribunal proceedings as a result of the Covid-19 outbreak in Jersey.

These Rules were made by the Minister for Home Affairs on Tuesday 21 April 2020 and come into force on Wednesday 22 April 2020. These Rules amend the Prison (Jersey) Rules 2007 to create a specific procedure relating to recall of prisoners who have been released temporarily by the Minister, for reasons of safety to deal with the Covid-19 epidemic. Under the new Rule 64A the Minister may order the return of such prisoners into custody. A right to request a review of the Minister’s order is also conferred and such a request must be considered initially by a panel of the Independent Prison Monitoring Board.

This Law was registered in the Royal Court on Friday 17 April 2020 and comes into force on Friday 24 April 2020. The Law amends the Children (Jersey) Law 2002 and the Education (Jersey) Law 1999 to give the effect of prohibiting the corporal punishment of children.

This Order was made by the Chief Minister on Friday 17 April 2020 and comes into force on Saturday 18 April 2020. This Order amends the Control of Housing and Work (Exemptions) (Jersey) Order 2013. The Order contains a list of people who do not count towards the maximum number of people with Licensed or Registered status who are permitted to work in or for an undertaking. This Order inserts a temporary addition to that list. Until 30 September 2020, a person will not count towards the maximum number if the person is providing cover for up to 3 months for a worker who has left Jersey due to the outbreak of Covid-19.

These Regulations were made by the States on Thursday 9 April 2020 and come into force on Friday 10 April 2020. These Regulations make temporary amendments to the Residential Tenancy (Jersey) Law 2011 to insert a new Part 3A which has temporary provisions relating to the Covid-19 outbreak. The amendments will expire on 30 September 2020.

This Order was made by the Minister for the Environment on Thursday 9 April 2020 and comes into force on Friday 10 April 2020. This Order amends the Planning and Building (General Development) (Jersey) Order 2011, to give general permission to the Government of Jersey for temporary work of a kind otherwise permitted by that Order, and for a temporary change of use of any land, to enable the creation of emergency medical and related facilities to deal with the Covid-19 epidemic. Such use is limited to 12 months beginning with the date of the change, and after that period the building or land in question must be restored to its previous use and (so far as practicable) its previous condition.

These Regulations were made by the States on Thursday 9 April 2020 and come into force on Friday 10 April 2020. These Regulations make further temporary changes to the Regulation of Care (Jersey) Law 2014, which describes what are “regulated activities” to be regulated under the Law. The changes are as a consequence of the outbreak of Covid-19 in Jersey.

This Order was made by the Minister for Health Social Services on Thursday 9 April 2020 and comes into force on Monday 13 April 2020 at 8 a.m. This Order amends the Covid-19 (Restricted Movement) (Jersey) Order 2020 to extend the period of restricted movement under that Order, which was due to end at 8 a.m. on Monday 13 April 2020, it ends instead at 8 a.m. on Monday 27 April 2020.

This Law was registered in the Royal Court on Tuesday 7 April 2020 and comes into force on Wednesday 8 April 2020. The Law enables the States to make Regulations containing any provision necessary or expedient as a direct or indirect result of the outbreak of Covid-19 in Jersey or its aftermath.

This Order was made by the Minister for Social Security on Friday 3 April 2020 and comes into force on Saturday 4 April 2020. This Order extends the time limits for making Class 1 and Class 2 social security contributions to mitigate the impact of the Covid-19 outbreak.

These Regulations were made by the States on Thursday 2 April 2020 and come into force on Friday 3 April 2020. These Regulations make a minor amendment to the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020. The amendments allow an Order to include a non-exhaustive list of reasonable excuses. They also make the absence of a reasonable excuse part of the main prohibition rather than the offence, to ensure that it is something that the prosecution must prove (along with the other elements of the offence).

These Regulations were made by the States on Thursday 2 April 2020 and come into force on Friday 3 April 2020. These Regulations temporarily modify the operation of Article 64 (Certificate of fact and cause of death) of the Marriage and Civil Status (Jersey) Law 2001 as a consequence of the outbreak of Covid-19 in Jersey.
