Full Description

Digital Jersey is growing, and we need someone to look after the operational aspects of the organisation so we can focus even more on our ambitious plans for Jersey’s economic future. You will be experienced at working at Board level, managing budgets, developing people and plans but comfortable in a small, agile organisation working at the interface of public and private sectors.  

Digital Jersey represents and develops the local digital sector. We’re funded mainly by Government, but we’re a private business known as an “Arm’s Length Organisation” similar to Jersey Finance & Visit Jersey. We act principally as an economic development agency tasked not only with growing a more diverse economy through a strong digital sector but also helping other industry sectors improve their performance through better use of technology. We are also an industry association with members, who are part of the local sector, and we work to make sure that they are engaged in our activities and get value from their membership. We also have a variety of physical spaces, including the Hub, two floors comprising a WeWork type hot desk and meeting space plus a suite of permanent desks and small offices, the Academy for digital skills teaching, and a tech development/work space called DJX.     

Reporting to the Chief Executive, this is an opportunity to provide a strong foundation in all aspects of organisational management and development, business planning, financial management, company governance and facilities management. The COO will also deputise for the CEO in key areas and play a major role in the Digital Jersey leadership team. The role also includes taking on Company Secretary responsibilities, internal process development, HR and IT functions. 

To be more specific:   

People - Lead a team to support the wider organisation in running our physical facilities and with processes such as diary and event management, travel, invoicing, licence applications, course applications, etc. In addition, line management responsibility for the Marketing and Education teams as well as overall staff development, objective setting and monitoring, plus various HR policies. 
  

Financial management – 
Responsibility for ensuring the finances of the company are well maintained and in accordance with all reporting requirements. Ensure completion of monthly, quarterly and annual accounts (directly or through third party accountancy resource) to meet CEO, Board and Government requirements. Manage income from grants, membership fees, facility usage, etc. as well as expenditure and relationships with suppliers. Advise on initiatives that will raise additional private sector funding and business case applications to secure additional Government support for specific projects. 
  

Company governance – 
Work closely with the Board on governance and planning issues. Ensure all the requirements of Company Secretary are carried out. Preparation of annual business plans and regular updates to Board and Government on KPI achievements, etc.  
  

Facilities management – 
Ensure Digital Jersey’s locations are being run effectively and are being utilised by Members. Ensure staff have resources needed to manage these spaces.  
  

Deputising for the CEO - In meetings with key stakeholders, especially Government and partner organisations, and Board members. 
  

We would expect you to have an excellent track record demonstrating the experience and ability to carry out the roles listed above. You will need to be a good communicator at all levels, and experience of delivering presentations would also be helpful. Relevant professional qualifications, along with knowledge of UK Corporate Governance codes and experience of using accounting software, would be an advantage but not essential.
