A new panel including politicians, government workers and digital sector representatives has been set up to help foster a “successful digital economy” in the island.

The Technology Advisory Panel (“TechAP”) aims to provide a forum for stakeholders to discuss issues affecting their sector and support the formation and evolution of policy and legislation related to the government’s digital aspirations.

The Panel was recently set up following a decision from the Chief Minister, Senator John le Fondré. It will include representatives from the Government, the States Assembly and Digital Jersey.

The Chief Minister has already appointed the Minister for Economic Development, Tourism, Sport and Culture, Senator Lyndon Farnham, as Chair and St. Peter Deputy, Rowland Huelin as alternate Chair.

The Minister and Assistant Minister for External Relations, Senator Ian Gorst, and St. Ouen Constable Richard Buchanan have also been appointed. 

The panel will be completed by another States member as well as a lay member - both of whom are yet to be appointed. Other members could be added from time to time to add expertise in key focus areas such as artificial intelligence, internet of things, smart cities and telecoms.

The report accompanying the Ministerial Decision described TechAP as an “advisory forum not a decision-making body”, which will work based on a three-way relationship between Government, the States Assembly and Digital Jersey “to ensure delivery and further development of the strategy for the digital aspirations of Jersey.” 

The Chief Minister assured that work undertaken by the panel will be aligned with the Council of Ministers Common Strategic Policy, Future Jersey objectives and pre-agreed strategies on Telecoms and Cybersecurity.

The panel will meet twice a month and participation will not be paid.
