The short delay has been agreed by Policy & Resources. In a statement released to the public P&R said:

“Over the past few months, a very significant amount of work has taken place in reviewing both of these, particularly in light of the outcome of the Tax Review debate which saw no single plan supported for addressing a forecast deficit in public finances and returning them to a sustainable footing.  

“It is a complex piece of work, and the Committee is taking more time to finalise some of the details mindful of the importance of this debate in ensuring there is sufficient funding available for essential investment in the Bailiwick’s public infrastructure.” 

The Plan and Portfolio won’t be published until September, which in turn is likely to push the September debate back to October. 

The Capital Portfolio 

This document will set out the States’ proposed priorities for the rest of this political term. It’ll outline which building and infrastructure projects should take priority. 

The Funding & Investment Plan 

A plan for how the States’ should finance the projects within the Capital Portfolio, while also funding other policy work and the day-to-day running of public services.
