This piece covers some of the pivotal votes on Guernsey’s Education system, a topic which has haunted the current assembly ever since they took office in 2016.

SELECTION:

The first vote came in 2016, when deputies voted on selection for secondary schools – after the previous assembly had already agreed to remove it. Paul Le Pelley laid an amendment to keep selection but it lost 19-21. The topic has been brought back as recently as this March.

OUSTING ESC:

Not long after this, Deputy McSwiggan (then Yerby) led a motion of no confidence against ESC in January 2017, which at the time consisted of Deputies Le Pelley as president, Carl Meerveld as Vice President, as well as Deputies David De Lisle and Andrea-Dudley Owen. Marc Leadbeater resigned before the vote took place, and was replaced afterwards by Lester Queripel.

The motion lost 13-22, but a year later controversies and a mass resignation would lead to the current ESC lineup.

TWO-SCHOOL MODEL:

Next came the decision between the two-school or three-school model in January 2018. Deputy Fallaize lodged a successful amenment to have one 11-18 school operating across two sites, with a separate College of Further Education. These amended proposals were carried 27-11-2, but the decisive victory was followed by uncertainty and resistance.

FUNDING FOR TWO-SCHOOL MODEL:

In September 2019 the Assembly voted on funds for the Education model; up to £77.9 million for one 11-18 school operating on two sites, and £51.1 million for the development of the Guernsey Institute. Financing for the one school across two sites was carried 22-15:

PAUSE AND REVIEW:

Just six months after this passed, however, a requete was laid by Andrea Dudley-Owen, backed by six other Deputies to halt education reform and conduct an independent review comparing several potential models. The requete was carried 18-17, and consultation is currently underway as part of the ‘pause and review’ mandate.

CURRICULUM AND STANDARDS APPOINTMENT:

At the same time, ESC was mired in another controversy; namely, the appointment of the Head of Curriculum and Standards, which ESC was accused of having meddled with.

In March this year the Scrutiny and Management Committee made a second attempt to launch a formal inquiry into the circumstances surrounding the appointment, but their motion fell in a tied vote of 17-17.
