The number of houses under construction has climbed throughout 2025, but it’s yet to hit the rate seen in mid-2019.

New figures published this week as part of quarterly monitoring of the Island Development Plan showed housebuilding was running above the 10-year average of 320 homes at the end of the third quarter of this year.

At least 350 homes were under construction between July and September, but lower than the rate at the end of 2019. 

However new permissions halved in that period to 33 new units from the average of 66 with smaller schemes making up the majority of those approved. 

And some schemes considered under construction in the data include the former CI Tyres site at La Charroterie.

There has also been almost no change in the number of pipeline permissions which stands at 1,058, and it includes major schemes which are yet to see spades in the ground.

This includes 67 units at Pointes Rocques, 15 at Le Chalet Hotel and over 300 Leale’s Yard. 

The States purchased most of the land at Leale’s Yard this summer, and while the site has outline planning permission it is likely there will be a comprehensive redesign of the site possibly affecting the number of housing units that will be delivered. 

The IDP monitoring report also showed that industrial and office floorspace fell in the third quarter, while storage space increased.
