The number of propositions lodged by States Members this year – 71 so far in 2024 – has fallen significantly below the annual average of over 100.
But Deputy Alves said: “The role of a Parliamentarian is not simply to lodge propositions. It is also not the sole way to effect change.”

She added that much of the work done by Deputies happens “behind the scenes”, and does not require formal debate in the Assembly.
This, she explained, includes conducting scrutiny reviews, holding meetings with constituents and stakeholders, and influencing internal government policies—all of which, she argued, can lead to significant progress without requiring a formal debate in the Assembly.
Deputy Alves, who has served for six years, also said that the propositions she has brought forward were always “well-researched and targeted.”

She added: “My work output, and that of my colleagues, should not be measured by the number of propositions and amendments we have done, but on the positive effect on change and people we have had.”
Deputy Alves suggested that the criticism might indicate a need for “wider public awareness and training for Deputies of what the role of a Parliamentarian actually involves and the ways we can effect change”.
