A fresh application has been made to build a second and third floor on the building and change the existing ground and first floors to create one- and two-bedroom units.

Plans to change the one-time home of the Tipsy Toad Brewery was first submitted in 2020 but were refused by the Planning Committee last November, although the vote was tied.

Members expressed concerns regarding the impact on the character of the area, the design and scale of the extensions and the design quality, in particular in relation to the Grade 4 listed façade.

A letter to Planning on behalf of applicant Harry Lingard states that the project team has held meetings with the Société Jersiaise as well as the department to address the committee’s concerns.

Changes from the previous application include reinstating the building’s original façade, which was designed by AB Grayson, by removing ad hoc openings on the first floor and altering the mansard roof profile, and ‘simplifying corner balconies’.

In November, the Planning Committee – which went against the Planning Department’s recommendation for approval – was content with the overall scale, the number of apartments, which was also 18, as well as access and parking.
