Deputy Tom Binet – the former Minister behind the VONC – missed the deadline to stand for the top political job by mere minutes after he miscounted his backers.
He eventually decided to throw his weight behind successful candidate Deputy Lyndon Farnham, who is offering him the chance to run the hospital project again – this time as Health Minister.
Ahead of the vote for a replacement yesterday, the Bailiff decided to address the issue in the States Chamber.

Sir Timothy Le Cocq explained that this was the first time the law has been use in the 19 years since it was drafted, following the island’s first successful vote of no confidence.
The Bailiff admitted that the “timescale was “quite tight” but said that it had been “appropriately applied” last week.
He suggested that it is something that should now be reviewed by the Privileges and Procedures Committee.
The committee’s chair, Constable Karen Shenton-Stone, nodded in agreement.
