Changes in traffic management in Mount Bingham area

From midday Wednesday 9 October South Hill will reopen for traffic travelling eastbound as normal as the first step in relieving the congestion in the south of town. However from Tuesday 15 October traffic management arrangements will be in place to allow traffic through this South Hill route from the east in the morning rush hour and from the west later in the day to reduce the pressure on the traffic through the tunnel at peak times.

From midday Wednesday 9 October South Hill will reopen for traffic travelling eastbound as normal as the first step in relieving the congestion in the south of town. However from Tuesday 15 October traffic management arrangements will be in place to allow traffic through this South Hill route from the east in the morning rush hour and from the west later in the day to reduce the pressure on the traffic through the tunnel at peak times.

Transport and Technical Services (TTS) has been liaising with the JEC and the Parish of St Helier regarding the road closures on South Hill, Mount Bingham and Havre des Pas, to try to minimise the inconvenience to the public. The JEC has been able to finish their project early which means South Hill can be reopened sooner than expected. However the Mount Bingham project is proving more difficult than first thought and will take slightly longer than anticipated and both lanes of the road will remain closed until further notice.

From Tuesday 15 October, the JEC will start the next section of cable laying at Havre des Pas. TTS has liaised with the JEC to develop a traffic management system to reduce congestion as follows:

  • Monday to Friday 7am – 9.30am
    Traffic from the east will be given access along Havre des Pas and up South Hill (one way in the opposite direction to normal)
  • Monday to Friday 9.30am – 3pm (and Sunday 10.30am – 5pm)
    Traffic from the west will have one way access around South Hill and then (due to the Havre des Pas road closure) will turn left up Green Street
  • Monday to Friday 3pm – 6.30pm
    Traffic from the west will have one way access around South Hill and will then be able to continue along Havre des Pas (eastbound only)
  • Other times (overnight and all day Saturday)
    South Hill will be open one way eastbound as normal and Havre des Pas will be open to two way traffic

Bob Baudains, Manager – Traffic and Streetworks for TTS said “We are acutely aware of the traffic delays that have been experienced as a result of the road closures and we are keen to improve the situation for the travelling public. We will only have a single lane route available during the daytime next week so we are trying to use it to best effect by switching the direction of flow according to the highest level of usage. There will be a comprehensive set of signage to ensure the public is directed appropriately.”
