The Traffic Services Section of the Environment Department has installed bollards along the North Esplanade and adjacent the Weighbridge Taxi Rank following representations from the Constables of St Peter Port to prevent motorists from parking illegally on the pavement, a hazardous practice they pointed out had taken place for some time.
Regrettably, some delivery companies found it easier to park directly outside the front of the shops/restaurants rather than deliver from the rear (from the Lower Pollet) or park in the un/loading bays in La Tourgand and transport the goods to the front of the building. This physical measure was chosen only after appeals to the companies to park elsewhere, the installation of additional yellow lines and a period of heightened enforcement from the Police had failed to result in any significant improvements.
The Environment Department Planners and the Constables were involved in choosing a preferred design of bollard and the Constables kindly part funded the project.
The bollards (including the locations, height and preferred design) were subject to a planning application, which required a site notice to be placed out, giving all interested parties the opportunity to express their views. No representations were received.
The Department will be investigating installing some reflective tape on the bollards to address concerns raised for the partially sighted.
