The Marine
Management team supports a wide range of marine activity in Jersey and delivers
dynamic 24/7 Port and Coastguard operations. You will manage an explicit
portfolio of responsibility and, as a member of the team, be required to work
alongside other Marine professionals on a number of challenging and varied
projects and activities.
Day to day you
will be responsible for ensuring Ports of Jersey has an appropriate Marine
Safety Management System (MSMS) which meets not only the needs of the Port
Marine Safety Code (PMSC) but, as the business grows, has the ability to adapt
and integrate new opportunities.
As well as fulfilling a management role you will
be part of a team of pilots working a roster to provide a 24/7 pilotage service
to St Helier Harbour.Main responsibilities:
Work with Marine Managers in developing and managing safety
policies, practices and procedures in relation to their specific area of
responsibility in order that they may achieve their management objectives in
terms of policing, operational control and safety of the harbours and
territorial waters of the Island.
Assist the Harbour Master in identifying the need for the
development of new guidelines, codes, directives and regulations (with
particular regard to harbour operations, safety and security).
Support and assist other Marine Managers with the
reviewing events plans from a Health & Safety as well as Operational Safety
aspect.
Manage the MSMS to coordinate the management of all
incident and occurrence reporting, to coordinate the statistical analysis and
evaluation of all incidents and occurrences and to prepare reports for SMS
Meetings, the Executive and the Board.
Provide operational safety guidance to other Marine
Managers and external stakeholders and contractors.
Deputise for the Maritime Compliance Manager in carrying
out Fishing Vessel inspections, and issuing Local Knowledge Endorsements,
Charter Boat Permits and Beach Launch Concession Permits.
Pilot
To obtain and maintain sufficient local knowledge to act
as a General Pilot for St Helier, Gorey and other relevant Channel Island
waters.
To act as duty pilot on a rostered basis
providing 24/7 pilotage cover for St Helier Harbour.
