Procurement is an enabler for Ports of Jersey to support our Strategic Business Plan (SBP) and Purpose, and ultimately to support meeting the expenditure and revenue expectations. It is a strategic, commercial, operational and contractual role.
As Procurement Manager you will provide leadership on key procurement activities for Ports of Jersey departments in support of our operational and development requirements. You will be working to a consistently high standard ensuring the team’s and organisation’s resources are optimised whilst working with our internal and external stakeholders, business partners and suppliers. Key Responsibilities
Manage, plan and deliver effective procurement in support of Port of Jersey "POJ" business objectives.
Liaise with internal stakeholders to ensure that procurement governance procedures are established and maintained.
Represent POJ during liaison with external project stakeholders and members of the POJ supply chain.
Provide advice to internal stakeholders on purchasing policy, strategy and planning.
Promote good procurement practice internally and externally with due regard to sustainability, ethical purchasing standards and costs.
Ensure cost effective procurement by working in compliance with PoJ Policy and procedures.
Review procurement requests with POJ stakeholders in order to verify accuracy, terminology, and specifications to ensure best value for money can be achieved during procurement.
Establish and manage tender evaluation panels.
Lead the evaluation of tender submissions and provide recommendations of the most economical advantageous tender (MEAT).
Support the supplier onboarding process.
Maintain and build long term collaborative relationships with existing and new suppliers.
Contract management including negotiations with suppliers.
Manage the procurement process on projects through to handover to delivery team/asset owner.
Provide mentorship and support the development of members of the procurement function to create high performing teams.
Ensure that confidentiality and Data Protection requirements are adhered to.
