Introduction
This new role will significantly boost JOA’s capacity to
ensure that Jersey’s contribution to international aid provides the maximum
benefit to the world’s poor combined with the maximum accountability to
Jersey’s taxpayers.
Reporting to the Director, the Programme Officer will
primarily be responsible for the monitoring and oversight of JOA grants, ensuring
that projects are implemented as agreed and in accordance with the highest
standards of aid effectiveness. The Programme Officer will also play a role in
evaluating and selecting new projects to be funded, including conducting
appropriate checks on grantees and their partners. He or she will also be
significantly involved in outreach and communications: explaining what JOA
does, and collating and presenting information about our projects to the Jersey
public and the wider world.
Key responsibilities
Programme (65%) -
Monitoring, oversight, selection and administration of grants:
- Monitor grant aid projects: Read interim
narrative and financial reports; deal with delays, budget revisions, authorise
interim payments.
- Close grant aid projects: Read final narrative
and financial reports, compare with project documents. Consider and agree
no-cost extension requests and commission external evaluations.
- Carry out scoping / monitoring visits for grant
aid projects
- Help select grant aid projects: Invite, review,
score, recommend proposals; conduct interviews as necessary. Help ensure adequate
pipeline; quality control.
- Launch grant aid projects: Refine project
documents, clarify issues and agree starting dates, payment schedules,
reporting requirements
- Liaise with other donor partners, including
project co-funders and Comic Relief
- Review, analyse and recommend emergency appeals
to Commissioners
- Scope and develop options for large-scale
emergency funding and present options papers to Commissioners
- Monitor and close emergency projects: Deal with
arising issues in funded projects, review reports.
- Meet with Local Charity representatives to
discuss their projects. Assist in refining ideas, objectives, methodology and
creation of project documents to present to Commissioners.
- Local charity project monitoring and closing:
Ensure reports consistent with work and review financial records.
- Help select following year's community work
projects: Correspond with potential partner organisations; review projects
documents; agree activities, location, timeframe, budget etc. Select project
leaders.
- Carry out scoping / recce visits for Community Work
Projects
- Conduct due diligence checks on all grantees and
ensure local partners also all checked. Conduct extended DD where risks
highest.
- Transparency – including IATI-standard
publishing of what we fund; OCHA FTS for Emergencies
Outreach (c.20%) –
Ensuring the public and wider world know about the impact of Jersey’s aid:
- Develop evaluation and comms materials – what
has been funded and what we have achieved in different sectors / countries.
Reports, factsheets, briefings and statistics on JOA activities
- Prepare press releases on newsworthy project
milestones. Respond to media enquiries and write development-themed articles.
- Engage with BOND and wider International
Development Sector – Including Donors’ group roundtable
- Create and maintain ‘Friends of Overseas Aid’ –
create network of supporters in Jersey. Quarterly events (speeches, films,
debates etc.)
- Design outreach programmes and events for
schools, States members, Institute of Directors, Chamber of Commerce,
- Regularly update JOA website and social media
Other (c.15%) – various
strategic and operational roles as required. We are a tiny organisation, and
the incumbent will be expected to pitch in as necessary with a range of tasks:
- Assist with the training of JOA intern and other
staff as required
- Assist with the development of JOA strategy
- Assist with the development of JOA policies and
procedures
- Represent JOA in meetings with other States
bodies, including External Relations
This list of duties and responsibilities is not exhaustive;
the post-holder may be required to undertake other appropriate duties as
required.
Key requirements
We are seeking a candidate with demonstrable experience in administering and delivering
international aid (developmental or humanitarian), ideally in a field
context. The goal is that your first-hand
understanding of managing or monitoring projects in challenging environments
enables you relate to the difficulties facing our grantees, but also to spot risks, identify bad practice, and
generally read between the lines in project documents. As a specialist in
this sphere, you will also be highly
familiar with the terminology and concepts involved in relief and
development, using this knowledge to create links with professional partners
and explain our work to a wider audience.
You must also be entitled to work in Jersey.
Essential
- Educated to degree level in relevant discipline;
- Minimum three years’ experience working for an
international NGO, UN Agency, donor, or private sector development organisation;
- Minimum two years’ practical involvement in commissioning,
monitoring, evaluating, implementing or managing development and/or emergency
projects. This is a Programme / Monitoring role, so we are less interested in
development experience in resource mobilisation, comms, advocacy, operations and
training-type roles, although all experience in the sector will count
positively;
- Excellent verbal and written communication
skills;
- Good analytical and research skills;
- Legally entitled to work in Jersey (NB this
job does NOT come with a Licence).
Desirable
- Good time management skills; ability to take on
and prioritise multiple tasks; self-motivated and able to work without close
supervision;
- Ability to develop knowledgeable and cordial
relationships with other international development sector partners;
- Experience residing and working in a developing
country;
- Specific in-depth understanding of one or more
Sectors (WASH, Livelihoods, Food Security etc.);
- Social media-savvy
- Willingness and ability to travel independently,
sometimes to difficult places.
Salary, Terms and
Conditions
The basic salary will range from £32,000 to £37,000
depending on the skills and experience of the candidate. JOA will also make a
contribution towards a pension fund. Holiday allowance will be 25 days per
year, plus national holidays. The normal working week will consist of 37.5
hours, but occasional flexibility will be required at evenings and weekends.
