Risk and Programme Manager

The role of Risk and Programme Manager will cover the end-to-end development and integration of Planning and Risk activities across the ‘Infrastructure and Development’ Departments, incorporating the lifecycle of a range of capital projects. It will also support our Property Management, Engineering and Asset Management resources to produce cohesive management.  
 
Interface Management will be a key aspect of this role, with the ability to work with multiple stakeholders to support the development of business cases and programmes for effective Portfolio Management. This will result in the embedding of Risk and programme planning to produce a live and accurate picture of the current state.  
 
As part of the wider Performance Office, the Risk and Programme Manager will provide support and guidance to project teams and the wider business, ensuring that risk is managed correctly at project, programme and portfolio levels through a consistent WBS, assisting Senior Management with strategic information allowing timely and accurate decisions. 

Key Responsibilities

  • Responsible for the planning, design and implementation of the Infrastructure and Development Departments overall risk management strategy and process. 
  • Define and monitor risk tolerances at Project, Programme, and Portfolio level. 
  • Develop and manage risk assessments, analysing risks as well as identifying, describing and estimating the risks affecting the business at each level. 
  • Accountable for the identification and management of investment to fund risk at all levels. 
  • Lead the development of process improvement for risk management within the department and integrate it into the wider PoJ corporate governance. 
  • Report risk in an appropriate way for different audiences, ensuring one version of the truth, promoting awareness of relevant risks. 
  • Support the Head of Infrastructure and Development Performance in collating and reporting portfolio risks and potential mitigation to the Risk committee; escalating as required. 
  • Support the project and programme teams with the identification of risks and suitable mitigations in order to successfully deliver projects, including conducting QCRA and QSRAs were necessary.  
  • Review risk policies regularly to ensure they are compliant with relevant new legislation 
  • Conduct audits to ensure compliance with process, including liaison with internal and external auditors. 
  • Provide support, education and training to staff to build risk and planning awareness within the organisation. 
  • Support Asset Management teams to prioritise work through risk management. 
  • Deliver live, accurate risk mitigation and fall-back plans. Analysing schedules and recommending recovery/mitigation actions, including capturing programme risks into the schedules. 
  • Responsible for developing and maintaining baseline schedules using Primavera 6 with a WBS that can be rolled up to capture the entire portfolio of work. Developing cost load schedules 
  • Assisting and capturing Resource Management ensuring Projects receive the right support. 
  • Accountable for conducting and sharing Float Path/Critical Path Analysis. 
  • Tracking quantities, hours and productivity metrics and analysing variance root causes. 
  • Responsible for the generation of reports, KPIs, metrics and dashboards. 
  • Support the development of the Infrastructure and Development Performance Office. 
  • Run planning workshops to determine the most effective way of managing the Long Term Capital Plan (“LTCP”) and determining prioritised risk. 
  • Accountable for the development of effective work break down structure (WBS) to support the project delivery team, working with stakeholders to ensure all aspects of the project are defined, capturing work and resources required from other PoJ departments. 
  • Provide clarity on key milestones and how activities will be organised to ensure delivery, capturing the required information for our Stage Gate project roadmap. 
  • Lead on project planning, including the development, updating and monitoring of schedules. Capturing project, maintenance and operational activities to ensure minimal disruption to the business. 
  • Champion the use of best practice project planning standards. 
  • Ensure that Health and Safety is fundamental in everything PoJ do. 
  • Provide guidance and specialist planning advice to the Project Managers. 
  • Assist in monthly, yearly and project wide accuracy including Earned value management. 

Skills, Knowledge and Expertise

  • Relevant degree.
  • MoR qualification or similar. 
  • Experienced in the use of Primavera 6 scheduling software. 
  • AMP Project Management of Project controls trained. 
  • Highly experienced and proven ability in risk management processes.  
  • Understanding of budgeting, financial analysis, and cost management.
  • Ability to assess financial risks and their impact on the programme.
  • Ability to engage with stakeholders at all levels, from team members to senior executives.
  • Experience in managing expectations and ensuring stakeholder alignment with project/programme objectives
  • Highly experienced and proven ability in portfolio management. 
It is a requirement for this role to hold an Airport and Maritime regulatory pass. The pass application process requires the post holder to pass a criminal record check and have no disqualifying criminal convictions other than any that are treated as spent under the Rehabilitation of Offenders Act 1974 and have no criminal convictions outside of the UK.
