Plans for a major new housing development in the Forest have taken a significant step forward, with outline permission granted for 85 homes – the majority of them affordable.

The Development & Planning Authority (DPA) confirmed that it had granted outline planning permission for the development at The Mallard Complex yesterday.

The project, spearheaded by Lovell Ozanne Architects and Infinity Group, will see the creation of 34 houses and 51 flats. ​69 of the 85 units will be classified as affordable housing. 

It’s not yet set in stone, however, with developers having to submit a detailed planning application for final approval, which will include further public consultation.

​The DPA added conditions for the inclusion of solar panels, consultation with environmental groups for native planting schemes, and extra protection for a section of trees.

However, even with more public consultation needed, and plans for more eco-friendly initiatives to be brought onboard, ​construction is expected to begin in early 2026 following the approval of the detailed plans.

​DPA President, Deputy Neil Inder, stressed the need for affordable housing.

Deputy Inder said: “I’m very grateful to everyone who made representations on this application, particularly those who spoke at the open planning meeting. The fact of the matter is that we need more affordable housing. No application is going to be without its drawbacks, so we have to be pragmatic.

“This development could deliver 69 units of Affordable Housing. There aren’t any other comparable sites that could do this in the immediate future. With outline permission in place, we expect to see the applicant move this to the next step at pace now.”

Meanwhile Lovell Ozanne and Infinity Group have both welcomed the decision.

Whilst Paul Nobes, Managing director at Infinity Construction, added: “Today’s approval marks the moment we move from ambition to action. With 69 affordable homes coming forward, this development will provide real hope for local families who currently have limited choices. 

“Our team is ready to deliver these homes as quickly as possible.”
