Previous plans have been approved, but work has never started on the Co-op owned land behind the Bridge.
The Development & Planning Authority will host an Open Planning Meeting at Beau Sejour this morning, where the outline application for the development will be approved or rejected.
Related conditions attached by the Planning Service:
- Development must be carried out in accordance with the Environmental Statement, unless otherwise agreed by the DPA.
- Strict accordance with a sustainable development strategy including minimising waste and energy, providing biodiversity net gain, surface water management, water use, and zero carbon and whole-life cost considerations.
- No development, except demolition and “site works” without an Ecological Management Plan and an Ecological Method Statement to satisfactorily protect and mitigate.
- No development without a published and agreed landscaping scheme.
- Planting completed in the first possible season after first occupation, with replacements within five years should any fail.
- No works until a remedial scheme is in place to avoid risk from gases and ground contaminants, with on-going monitoring for public safety.
The political members of the DPA could also add extra conditions to the application which the developers must comply with.

The plans include the demolition of all buildings on the site and the construction of 338 units of accommodation, 5,800sqm of retail space, 8,000sqm of commercial space, a multi-storey car park, green spaces, landscaping, new vehicular access to the Bridge and Nocq Road, and service roads.
The homes would be a mix of one- and two-bedroom apartments and 18 three-bedroom townhouses. A new Co-op food and retail store is also proposed over two floors, with further small ground floor retail units included alongside seven commercial units.
The developers will also build all the required infrastructure, including taking measures to mitigate flooding from any sea level rises.
The application was submitted by the Channel Islands Co-op Society Ltd & Omnibus Investment Holdings.

Today’s Open Planning Meeting is open to the public, from 09:30 in the Delancey and Cambridge Room at Beau Sejour.
Details of some of the seven letters of representation made regarding the proposals will be heard.
These included the following comments:
- Fears over the number of dwellings, height of buildings, impacts on traffic.
- Overlooking and overshadowing of existing properties.
- Effects on wildlife and biodiversity.
- Concerns of inclement weather on modular buildings.
- Unstable and contaminated ground which might be liable to flooding.
- Support for additional housing and industrial units for businesses.
- Views that the development is too car centric.
Anyone who wishes to speak today had to notify the DPA in advance.
