A Code of Conduct complaint has been lodged against one of Guernsey’s most senior politicians concerning his involvement in a cannabis company.

Deputy Marc Leadbeater – the President of the Committee for Home Affairs, and in his third term in government – was previously involved with a company called The House of Green Ltd, which owns Bailiwick Botanicals which operates shops in Guernsey and Jersey selling medicinal cannabis products.

Deputy Rob Curgenven has lodged a complaint against his political colleague, alleging that Deputy Leadbeater has not listed his continued links with the cannabis company in his most recent States Declaration of Interests.

It is claimed that Deputy Leadbeater’s father and sister are both involved with the company, with Deputy Curgenven also alleging that constituents have told him that Deputy Leadbeater has continued to attend meetings with the directors and/or staff of the companies owned by House of Green.

Express approached Deputy Leadbeater for comment and he has declined saying he is not allowed to while the Code of Conduct process is ongoing.

Deputy Curgenven’s complaint against Deputy Leadbeater also alleges that the latter benefitted financially from the sale of vehicles connected with House of Green.

Deputy Curgenven says none of this information is included in Deputy Leadbeater’s Declaration of Interests which was submitted after the States’ deadline following last June’s election.

Deputy Leadbeater’s Declaration of Interests is publicly available at parliament.gg. It has nothing listed on it.

Following June’s election, all newly-elected or re-elected deputies were asked to lodge their Declaration of Interest with the Greffe within seven days. The forms must then be resubmitted every July to reflect any changes in circumstance.

The website does not state when Deputy Leadbeater’s Declaration was uploaded but the form is signed and dated 7 August 2025.

The Code of Conduct complaint will be considered by Andrew Ozanne who was appointed to the role of Commissioner for Standards on an interim basis in December, following the resignation of Dr Melissa McCullough in November.
