An Express reporter at the scene saw the animal and what is believed to be its owner on the beach with a police officer and the owner trying to capture it at around 10:00.
A number of police vehicles are in the area as well as the GSPCA van and animal handler Geoff George.
The Express reporter saw Mr George calm the animal and place it in the GSPCA van at around 10:20.
Guernsey Police asked people to avoid the area while officers deal with the situation. It is now believed to be under control but the police officers remain on the scene.
