ESC members were informed of the complaint yesterday afternoon by the Secretary to the States’ Members’ Code of Conduct Panel.

“I write to advise you that a Code of Conduct complaint has been lodged today against all of you by Deputy Carl Meerveld,” the note to Deputies Matt Fallaize, Richard Graham, Rhian Tooley, Mark Dorey and Peter Roffey read. “The outline of the complaint is that you all breached the Code by expecting the appointment of Ms [Clare] Sealy as Head of Curriculum and Standards.

“The Chairman is considering the matter and will write to you as soon as possible.”

The investigation revolves around the Committee and its President’s role in the appointmentof an off-island candidate when the interview panel voted in favour of a local headteacher for the role. 

In the last week, a petition has been launched by members of the public calling specifically for Deputy Fallaize’s resignation.

Upon receiving the complaint, Deputy Fallaize said: “I have not spoken to other members of the Committee about their intentions, but personally I will not be commenting on this matter further – at least not until the Chair of the Panel has determined whether there is a prima facie case to answer.”
