The five local specialists appointed to the newly formed Digital & Technology Advisory Panel have been named.
The five men – mainly called Richard, with one Bert – will be working with Chair Deputy Marc Laine.
The panel is designed to provide independent expertise to the Policy & Resources Committee and the Chief Digital & Information Officer, and will help ensure “public sector IT remains secure, resilient, and delivers lasting value for money”.
While it lacks any decision-making authority, the panel’s input “will help shape decisions made at the highest level.”
One of the aims is to prevent a repeat of the MyGov fiasco which has cost the island tens of millions of pounds.
This work will include providing advise on cloud services, cybersecurity, digital service adoption, and supplier management.
The Panel Members are Bert Pereira, the CIO of an international bank with more than 20 years’ experience in IT strategy and recruitment, and Richard Field, a legal expert with 20 years’ experience in data protection, digital identity, and cyber law.
Richard McDermott, a banking technology leader specialising in global architecture, operational resilience, and cost efficiency is also on the panel along with Richard Holmes, an executive with 40 years’ experience in commercial innovation and consumer data.
The final member of the panel is Richard Alberg, a software entrepreneur of 30 years with a background in AI training and B2B software.

Deputy Laine said: “We have secured expertise from a range of sectors to provide input into this crucial piece of work, which impacts how the States delivers essential services to the community.
“I’m delighted with the outcome of our recruitment drive and look forward to formally beginning our work next month.”
