Investigations are continuing into three election candidates who failed to declare their campaign expenses after polling day.
New rules were introduced ahead of the 2025 general election requiring any person on the ballot paper to submit an itemised list of campaign expenditure within a set time frame after the election.
Luke Graham, Ross Le Brun, and Forward Guernsey’s Sofi Noakes didn’t submit detailed breakdowns of how much or where they had spent cash within the 45-day time limit after 18 June.
They were the only ones of the 82 candidates to not declare spending, and none of them were elected.
In response to questions from Express, Colette Falla, Registrar-General of Electors, said they are aware of these omissions but are “still seeking to resolve the matter”, more than a month after the expenditure declarations were made public.
The law requires an expenditure return to be submitted and sets out that it is an offence to fail to do this, with the penalty on conviction being a fine not exceeding £10,000.
But a defence setting out a reasonable excuse why the expenditure wasn’t declared can be made.
