It suggested that islanders will soon be able to spend up to four hours outdoors, and see two people from outside their household.
A staff member is now undergoing disciplinary measures as a result.
Greffier Dr Mark Egan commented: “I feel very let down as the States Greffe prides itself on the integrity and professionalism of our staff and our ability to handle confidential and sensitive information.”

However, government officials are now investigating a second leak – this time involving the same information noted on a piece of paper, photographed and sent to others.
A spokesperson said: “The unauthorised sharing of material from a States Members’ briefing before today’s official announcement has been investigated.
“The States Greffier has apologised for this action by a member of his team and is now considering appropriate disciplinary measures. An investigation continues into the unauthorised sharing of notes taken at a separate meeting.”
They added: “The Chief Minister, Health and Social Services Minister and Economic Development Minister will be providing a comprehensive explanation of the Government’s ‘Safe Exit’ framework at 14:00 today.”
