Plans to build 139 flats on South Hill have been rejected for the second time by politicians.

The public-owned Jersey Development Company wants to build on the former Planning Offices, and nearby land, which is set in a former west-facing quarry.

Last May, the Planning Committee – a group of States Members who rule on major and more controversial decisions – rejected JDC’s first planning application, mainly  because the largest of the three buildings destined for the site was too high.

This was the rear building, which would have risen above the top of the quarry behind it.

The company subsequently reduced the size of this building by 5.5m from eight stories to six. It also changed the mix of apartments and lowered the height of the smaller ‘northern pavilion’.

This reduced the total number of units from 153 to 139.

But the Planning Committee were still not impressed, rejecting the application, which was recommended for approval by the Planning Department, by six votes to three.

Reasons for refusal included the size of the some of the units, the aspect of the buildings and concerns that those flats at the rear, facing the quarry wall, would not get enough daylight.
