Guernsey’s first general election by full island wide voting was held in October 2020.
“My committee considers that such a substantial change to the way we elect our Government should be reviewed and feedback from the community should be sought in order to inform the operation of general elections beyond 2025,” said SMC President, Deputy Yvonne Burford.
“We want to hear from the public and all interested parties, and we will be launching a call for submissions imminently.”
The review will evaluate:
- any demonstrable advantages of island wide voting
- any demonstrable disadvantages
- the effectiveness of the election process
- the views of those who took part
SMC will work closely with the States Assembly & Constitution Committee on the review.

The panel to undertaking will comprise of Deputy Yvonne Burford (SMC president), Deputy Carl Meerveld (SACC president), Deputy Simon Fairclough (SMC vice- president and Member of SACC), Advocate Chris Green (a former SMC president) and Michelle Le Clerc (a former Public Accounts Committee vice-president and former SACC member).
Anyone interested can make submissions until 24 March, with the terms of reference and guidance on how to respond due to be available at www.gov.gg/scrutiny.
Public hearings will follow.
A report including recommendations will then be published.
This review will not propose any changes to the General Election scheduled to be held in 2025.
The deadline for all initial evidence submissions is 24 March.
