The Scrutiny Management Committee will hold a public hearing on Monday, to grill Policy and Resources (P&R) on next year’s budget.
Deputy Sloan, Scrutiny Chair, said: “The picture presented of Guernsey’s public finances has changed remarkably in the space of just twelve months.
“Our hearing offers an opportunity to look beyond the headline figures and examine the assumptions underpinning the Budget.
“We want to understand what is driving expenditure growth, distinguish unavoidable cost pressures from policy choices, and assess how robust the underlying forecasts are.
Deputy Sloan said the hearing was “not about prejudging the budget or challenging expenditure for its own sake”.
He added: “It is about ensuring that the Assembly and the public can have confidence in the financial evidence underpinning important decisions.
“Given the backdrop of tax reform, it is more important than ever that we establish a common understanding of the facts.”
An investigation by Express earlier this year revealed that the States has only managed to stick to its budget once since 2017, spending over £105m more than it planned in that time.
As the Scrutiny hearing is a formal parliamentary proceeding members of the public are able to watch, but are not to ask questions or make any comment while the hearing is in progress.
The panel will include Deputy Sloan, Non-States Member Mark Le Page and Public Accounts Sub-Committee Member Advocate Peter Harwood.
The meeting will be held at the Castel Douzaine Room, between 14:00 and 16:00 on 19 October and will also be live streamed on YouTube.
