The incident is reported to have occurred between 17:20 and 17:25 on Tuesday.
Guernsey Police are particularly interested to speak to a male that was seen to hold an umbrella while walking down the road during the time of the incident.
Officers have confirmed the car was displaying a ‘blue badge’ whilst it was parked in the disabled bay.
