He was first arrested for being drunk and disorderly on 26 October and spent a night at the police station.
He was given a written caution after saying he wanted to leave the island. Police expected him to go to the ferry terminal on 27 October and catch a boat to leave Jersey.
However, the same day, they received reports of a drunk man being abusive to passers-by outside the Premier Inn at Charing Cross.

Islam was shouting abuse and swearing at anyone who walked past and a member of the public called the police around 18:00. They later described Islam’s behaviour as “wholly inappropriate”.
When officers arrived on the scene, Islam claimed he had been assaulted without giving a lot of information.
He was warned to stop swearing but continued to do so. At around 18:40, officers arrested him for being drunk and disorderly and on suspicion of assaulting a police officer.
He was brought to the Magistrate’s Court on 28 October to answer one charge of being drunk and disorderly.
Advocate Estelle Burns, who was representing Islam, explained that he had tried to get a ticket for a boat, but didn’t have enough money to pay for his fare.

She said he was remorseful and ashamed. He also apologised to the people he had offended.
The lawyer explained Islam had come to the island to work and had been working as a waiter for six days and living on the same site.
She said he was “happy” to depart the island and agreed to be bound over to leave and not return for three years.
Relief Magistrate David Le Cornu agreed that Islam leaving was “in the interest of the public”, describing his behaviour as “quite disgusting”.
He bound Islam over to leave the island and not to return.
