Ports of Jersey has reached “another milestone” in its plans for a major transformation of the Elizabeth Harbour after signing a design contract for the construction work – which is due to commence next year.
A delivery partnership – led by VolkerFitzpatrick, VolkerStevin and Geomarine, alongside specialist supply chain partners Arup and Boskalis – was selected following a procurement process.
It will see the development of detailed designs for construction work to reconfigure Elizabeth Harbour as part of Ports of Jersey’s wider Harbour Master Plan.

Planning permission for the Elizabeth Harbour project was granted in November 2024.
It will involve the creation of a suspended deck to bring together the harbour’s ‘Load on, Load off’ (‘Lo Lo’) and ‘Roll on, Roll off’ (Ro Ro) freight operations.
Reclamation work and dredging will be carried out, in addition to the construction of a concrete wall and revetment to absorb wave energy and protect against erosion.
As well as reconfiguring the harbour to expand and improve freight facilities, the Elizabeth Terminal will be replaced and external public areas will be redesigned.
The design contract paves the way for work on the harbour to start in autumn 2026.
It is expected to take two years to complete.

Ports of Jersey CEO Matt Thomas, said: “We are pleased to have reached another milestone in the implementation of the Harbour Master Plan.”
He continued: “Our delivery partners are now working on the detailed design for the construction work that will reconfigure Elizabeth Harbour.
“This will inform exactly how we will manage the construction when work starts next year.”
He added that the Harbour Master Plan would provide “much-needed investment in critical island infrastructure”, as well as supporting economic growth and providing an “improved experience” for passengers.
