Plans to create temporary duty-free shop for vehicle passengers at Elizabeth Terminal

A temporary duty-free shop for vehicle passengers at the Elizabeth Terminal will be created, if plans from Ports of Jersey are approved.

The planning application put forward by Waddington Architects on behalf of Ports’ events and projects support manager Kim Dréan also seeks permission to continue using the existing ‘Riders’ Retreat’ cabins at the site – modified shipping containers providing sheltered areas with access to vending machines.

The States-owned entity secured permission to create moveable retail units in the vicinity of the car lanes in 2023.

A covering letter accompanying the new plans states that the cabins “have had a
positive impact on the passenger experience”.

If approved, an existing duty-free storage unit will be divided and moved beside the existing Riders’ Retreat on the west of the property to form a single unit that will be used as a duty-free shop for vehicle passengers.

“The proposed shop will fall under the land of the POJL’s St Helier Harbour estate and would pertain to the scope of the off-licensed retail facility,” the statement explained.

“The unit is only connected to electricity, as sanitary and welfare facilities for both customers and staff are already available on site and in close proximity to both units.”

The statement also notes that the proposal seeks ten-year permission for use of the “minor scale facilities” pending the implementation of the Harbour Master Plan, which includes the approved redevelopment of Elizabeth Harbour with plans for a new terminal and expanded freight capacity.
