While Constable candidates have to live in the parish they’re hoping to represent, did you know that this rule does not apply to Deputy hopefuls?

Using addresses and district boundary tools provided by Vote.je, analysis by Express has shown around one in three candidates do not live in their district, and that the vast majority of those are party candidates.

Here, we take a look at how many candidates actually live on their patch, and how well each parish in the ‘super-districts’ is represented…

St. Brelade

There are nine candidates standing for election in St. Brelade, hoping to take one of four Deputy seats.

Of the group, six candidates appear to live there, according to their Vote.je pages. 

The Jersey Alliance’s James Corbett lives in St. Helier, according to his Vote.je page, and the party originally announced that he would be standing in the parish. 

Neither serving Deputy since 2008 Montfort Tadier or Karl Busch had their addresses listed publicly.

Mr Busch, who runs tea dancing clubs all over the island, including at Communicare in St. Brelade, confirmed to Express that he does not live in the Parish.

Deputy Tadier also confirmed that he did not live in the parish. However, he told Express that he has spent around 35 years in the parish, having been brought up there. As his family home is in St. Brelade, he also pays rates there.

St. Clement

Half of the six candidates hoping to be elected in St. Clement do not reside in the parish.

Party leaders Sir Mark Boleat (Jersey Alliance) and Philip Bailhache (JLC-Progress) live in St. Helier and Grouville respectively, but have both said they are standing in the parish due to having grown up there.

Alex Curtis, of the Better Way movement, lives in St. Helier.

Grouville and St. Martin

Three out of six candidates standing for one of three Deputy roles live in either Grouville or St. Martin.

Outside of the district are Rose Binet (address listed as St. Saviour), the Jersey Alliance’s Philip Le Claire (St. Lawrence).

Piers Sangan, meanwhile, lives in St. Brelade and originally intended to stand there while still a member of the Jersey Alliance. However, after leaving the party, he decided to change district, as he said he felt he knew it better, having previously lived there.

While the district encompasses two parishes, there is only one candidate who lives in St. Martin, serving Deputy Steve Luce of the JLC-Progress Party coalition. 

St. Helier Central

All but one of the candidates standing in this district live in St. Helier, but some parishioners’ homes narrowly fall outside of the boundary, according to Vote.je’s constituency maps and finder.

John Baker’s address makes him St. Helier South, while Reform Jersey’s Rob Ward and Geoff Southern’s addresses place them in St. Helier North.

Carina Alves, also of Reform Jersey, is also outside St. Helier Central. She noted, however, that she spent most of her adult life in the St. Helier Central district, and now resides around 400m from the border.

Julie Wallman’s (JLC) also places her narrowly outside of Central.

The Jersey Alliance’s Chris Tanguy, however, lives in St. Clement. He does, however, operate bar and nightclub Tanguy’s, which is in the area.

St. Helier North

Only two of the seven candidates in this district are outside of the area.

Serving Deputy Mary Le Hegarat’s listed address is in St. Martin, while Trevor Pointon is a resident of St. John and was elected the parish’s Deputy in 2018.

Mr Pointon previously told Express that he was standing in the district as a Reform Jersey candidate as he felt the districts were “not that different”, with both being home to a “diverse population” he is confident he can represent well.

St. Helier South

Just three of the eight candidates standing to be elected one of four Deputies in the area live in the district, meaning the area will have at least one Deputy who does not live there.

Reform Jersey leader Senator Sam Mézec lives in another St. Helier district, while his colleague Beatriz Porée’s address also places her in another St. Helier zone.

Reform’s Tom Coles, meanwhile, did not provide an address. When contacted by Express, he confirmed he lives in Grouville, and confirmed he was standing in the area because he had lived in St.Helier for 30 years of his life and lives in a one-bedroom apartment - something more common in St. Helier South than Grouville and St. Martin.

Jersey Alliance’s Jo Luce’s has listed her address as St. Ouen, as has Russell Labey.

The JLC-Progress’s Angela Jeune, who was previously a St. Brelade Deputy, lists St. Brelade.

Judy Martin lives in St. Clement, while David Warr of the Better Way movement lives in Trinity, but has three of his four Cooper and Co shops are in St. Helier South.

St. John, St. Lawrence, Trinity

All but one of the candidates running for election in this ‘super-district’ resides in the area.

The Jersey Alliance’s Deputy Gregory Guida is the exception, listed as living in St. Saviour.

Three of the candidates are Trinity-based, two are St. Lawrence, and two are St. John-based.

St. Mary, St. Peter, St. Ouen

All of the candidates live in their district - however, none of the candidates live in the Parish of St. Mary.

St. Saviour

There are 12 candidates standing for five seats in St. Saviour. Just two have provided addresses outside of the district.

Sophie Walton of the JLC-Progress coalition lives in St. Clement, but operates her salon business in St. Saviour.

Deputy Louise Doublet, who has represented the parish since 2014, has listed a St. Helier address on her Vote.je page.

Serving St. Saviour Deputy Kevin Pamplin, who was elected to represent the parish in 2018, did not provide an address and did not respond to Express when contacted.
