At the meeting of the States of Alderney on 16 October 2024, the capital programme was agreed including £660,000 for resurfacing of the Island’s roads from 2025. This sum set-aside in the programme for 2025 is part of a broader 5-year programme proposed by General Services Committee of £1.75m which has been approved by States of Guernsey Policy & Resources Committee.
The aim of this communication is to provide an update to the community on the 2025 Roads Resurfacing programme.
When will the roads resurfacing take place?
The plan is for Ronez to arrive and set up on the island in late August after the peak tourist period. They will aim to work throughout September. It should take about one month. As this work relies on good weather, there will have to be some flexibility on the completion date.
How was the tendering done?
Following direction from the General Services Committee to negotiate for a contract, officers undertook a procurement exercise, supported by the Procurement Manager from Guernsey, and concluded with a review of tenders, and evaluation on 11 December 2024.
Following the Expression of Interest which attracted two companies and agreement that the two contractors met the standard, the Invitation to Tender was released through the States of Guernsey’s procurement e-Tender Portal on the 7th November 2024 with a closing date of the 9th December 2024. The two contractors submitted the required information and pricing. Both tenders were independently reviewed by the Civil Service before presentation at the evaluation meeting with Guernsey Procurement.
Having reviewed both submissions and evaluated both contractors on their whole package on offer it was evident that Ronez Limited represented best economic value to deliver these works. They have previously carried out works of this nature in Alderney and are also the preferred provider for the States of Guernsey. Ronez was selected for the 5-year Alderney roads resurfacing programme.
What type of contract was used?
As advised by Guernsey Procurement, a NEC4 contract was used. This allows best management of construction/roads projects such as this. Support from Guernsey Highways will also be sought to provide appropriate technical assurance of the work.
How much money will be spent in 2025?
A sum of £660,000 has been awarded for 2025. There is a one-off cost of £100,000 for activation (initial set up and bringing essential plant to the island) and a mobilisation cost of £100,000 for the project set up costs and people deployment. Mobilisation costs will be paid for each deployment. This leaves £460,000 for work on the roads in 2025.
What will happen to the asphalt plant at the Arsenal?
Ronez have assessed that the asphalt plant at the Arsenal is no longer useable. It will be taken down and removed by Ronez who have now procured a new smaller, mobile asphalt plant that will be located at Mannez Quarry. In addition, aggregate will be brought to the island by ship and stored there for use in making the asphalt.
How were the roads selected for resurfacing for 2025 work?
The methodology to determine the Year 1 Programme of Works factored in the following considerations:
· Previous Ronez assessment of road conditions and costs
· Current state of roads prioritising Alderney most deteriorated roads
· Roads that have been dug up for sewage/drainage and temporarily patched with concrete
· Consideration of roads that are planned to be dug up for sewage /drainage/AEL/ SURE telecom works over the next 5 years
· Consideration of main arterial routes on the island and routes to key locations
What will happen from 2026 to 2029?
After 2025, the General Services Committee will decide how best to spend the remaining £1,090,000 on the road network. This may be on annual visits by Ronez or just one/two more visits over that time which would reduce money spent on mobilisation.
Will Ronez do any private work?
Ronez have said that once the Alderney public road work is complete they will offer their services for private roads each time they visit. They will conduct their own communication with the Alderney community using social media and other channels to lay out the process and contact details for private work applications.
What roads will be resurfaced in 2025?
Maps showing the roads areas are shown below. In some cases, to ensure the money is used most effectively, the work may cover only strips of road and in other cases it will be full road width. A full programme of dates and roads will be published nearer the time. It will include requests for the community to move cars to allow Ronez conduct their work unimpeded.
