As the community will be aware, Ronez are continuing to deliver the 2025 roads resurfacing programme which, subject to weather, they aim to complete by mid-October.
Details of the roads to be resurfaced are on the States’ website and weekly media releases will provide warning of forthcoming road closures. To be most efficient the first part of the programme is spent preparing roads by milling and layering and then the second part will be resurfacing. It is only during the second part, the last 2 weeks, that the asphalt plant will be in operation.
During the milling and layering, people are asked to drive with care as the roads’ surface is uneven.
The General Services Committee (GSC) has attempted to minimise the impact of the roads resurfacing but it is not possible to deliver it without some disruption. They thank the community for their patience while this vital, progressive work is completed.
While there has been communication on the asphalt plant operation, selection of the site at Mannez Quarry and the exemption set out in paragraph 2 of Category 5 of the Building and Development (Exemptions) (Alderney) Ordinance, 2007, there has been a couple of members of the community who have raised concern regarding the location and operation of the asphalt plant.
Once this year’s road work is complete, it is yet to be decided when GSC will ask Ronez to return to do more work. For the remaining allocated £1.1 million to be spent before 2030, it is estimated there will be no more than 10 weeks’ asphalt plant operating required. In the meantime, the asphalt plant will not be a permanent fixture like the previous plant at the Arsenal. Instead, it will be used on other Ronez road works across the Channel Islands in the future. Any movement of the asphalt plant on and off the island is at Ronez’s expense.
It was previously hoped that after each phase of works to the public roads Ronez would be able to carry out works to private roads and driveways for the landowners, however, due to the planning restrictions of what type of development is and is not allowed in the Designated Area, the plant cannot be operated for private works; only for works to the public roads on behalf of the States of Alderney and so, for the time being, private commissions for resurfacing works cannot be accepted by Ronez.
