The assistant manager of a Grouville pub has had his application for an alcohol licence declined just a few months before a four-year-old conviction for assault expires.

Claudi Petculescu has been the assistant manager of the Pembroke Inn for five years, but his application to obtain an alcohol licence and to be up-graded to manager status at the pub was turned down at the Royal Court on Friday.

Randall’s Brewery Area Manager Nigel Godfrey said Mr Petculescu has been a diligent assistant manager for many years and the company hoped he could be granted a full alcohol licence. 

Mr Godfrey said: “The assault incident happened in August 2011 when a fellow Romanian severely verbally abused his wife and as such there was immense provocation. 

“He is very remorseful for his actions that day. He struck the person with one punch. It did not escalate any further. He has worked at the Pembroke Inn for five years and is highly thought of in the community of that parish.”

Mr Petculescu was convicted of assault in April 2012 - still inside the five-year period when previous convictions are then considered ‘spent.’ 

Assistant Bailiff Tim Le Cocq said: “I am sorry but the position of the court is that we do not find sufficient exceptional circumstances and therefore he will not be registered for an alcohol licence.”
