The Policy and Resources President has confirmed that she will not be backing her current Vice-President to be re-instated when he formally resigns from the committee later this month.

Deputy Gavin St Pier intends to stand down from P&R as the ongoing police investigation into allegations of harassment again him and his wife reaches new levels.

He said he’ll stand for immediate re-election back to the States’ senior committee- likely to be debated on 20 May – and his two Forward Guernsey colleagues have said they support him.

JOINT STATEMENT FROM DEPUTIES RYLATT AND HUMPHREYS
As party colleagues of Deputy St Pier, we wish to clarify our position regarding the allegations arising from the ongoing police investigation.
It is right that they are properly investigated. Due process must be respected by all involved, including the principle that everyone, whatever their status, is entitled to be treated as innocent until proved guilty, in light of which it would not be appropriate to prejudge the outcome.
It is important that the States of Deliberation has the opportunity to consider his position in light of these developments. His decision to step down from the Policy & Resources Committee and seek a fresh mandate, we believe, provides a clear and transparent way for that to happen. It enables the Assembly as a whole to reach a considered view, while respecting due process, on whether it wishes him to continue contributing to the work of this States in his role while the investigation continues.
In the meantime, work on our respective committees continues and our full focus remains on delivering the manifesto on which we stood.

Deputy St Pier’s colleagues on P&R aren’t as supportive of his intention to stand for re-election though.

Late on Tuesday, Deputy Lindsay de Sausmarez said P&R intend to nominate someone else for the vacant seat.

“Further to Deputy St Pier’s decision to resign from Policy & Resources, the other four members will shortly invite expressions of interest from any States member who wishes to be considered as the committee’s preferred candidate,” said the P&R President.

“For clarity, Deputy St Pier will not be the committee’s nomination.”

While P&R have not approached anyone about the vacancy, Express understands senior politicians Deputy Neil Inder and Deputy Mark Helyar have both been approached by others to join the committee.

However, both have said no.

“We’ve both been asked to fill the spot,” Deputy Inder told Express.

“I can’t speak for Mark, but for me, my preference is where I am, delivering for islanders,” added the President of the Development and Planning Authority.

Deputy Helyar said: “Likewise, I have a good and settled team at STSB and several key projects to deliver.”

Deputy Marc Laine has been approached by colleagues to stand for election to P&R, but he told Express he is currently not planning to.

“Not at the moment, but that might change,” he said. “(There are) plenty of people urging me to do so.”

Deputy David Goy confirmed to Express that he does intend to stand for election to P&R if he can find a proposer and a seconder.

“I’ve reached out to a few colleagues and am still waiting for their response,” he said.

Deputy Andy Sloan was resolute that he has no intention of standing for the looming vacancy on P&R.

He was also critical of Deputy St Pier’s approach to the situation.

“I’ve already publicly stated that I have no interest in the current circumstances and am committed to Scrutiny.

“I have also been quite forthright in my view that Gavin seeking a fresh mandate in the current situation is wrong and risks brining the States into disrepute and have said this directly and shared this view publicly and with fellow deputies.”

Deputy St Pier’s decision to resign from P&R and seek reelection follows the arrest of himself and his wife last Friday.

They were detained by Guernsey Police on suspicion of misconduct in public office and an offence under the 1948 Reform Law. They were both released without charge.

Guernsey Police said the matters Mr and Mrs St Pier were arrested for are related to the allegations of harassment made against them late last year, and that enquiries are ongoing.

“These two individuals were first arrested on suspicion of harassment in December 2025. These new arrests directly relate to the same investigation. Enquiries into all matters are ongoing and Guernsey Police will not be commenting any further at this stage.”
