Happy hours, two-for-one cocktails, and bottomless brunches will become legal in Jersey from midnight when restrictions on alcoholic drink promotions in pubs and bars are lifted.

The restrictions on drinks promotions were brought in nearly 30 years ago when there were concerns about excessive drinking in the island.

But the Jersey Hospitality Association appeared in front of the Licensing Assembly this morning to argue that the rules have had the unintended consequence of increased at-home drinking, pre-drinking, and binge drinking.

The Licensing Assembly decided to lift the restrictions as a result, with the new guidance due to take effect from midnight.

Jersey Hospitality Association Co-CEO Marcus Calvani said the changes will created a “slightly more level playing field” for on-license and off-license premises.

He added: “The cost of products and operating won’t reduce, but we hope that the removal of this barrier to business will encourage more islanders and visitors to go out, enjoy what our industry has to offer, socialise more often in licensed establishments and have some more affordable fun.”

Mr Calvani said that it had taken “a lot of work” to get the restriction removed, thanking the Health Minister, the Economic Development Minister and the Police Chief for their support.

He also urged Jersey Hospitality Association members to “use this responsibly to benefit their businesses”.

“Guidance of this type can easily be brought back if the rules are abused and those that don’t follow their license conditions can expect to be dealt with by the authorities,” he said.

“But this is great news for Jersey as we want to see people back in licensed premises, supporting the visitor economy and encouraging responsible social interaction.”
