"Charismatic" Charlie brought "joy to everyone he met"

The primary school headteacher of the 11-year-old killed in a suspected hit-and-run at the weekend has remembered him as a "charismatic" and passionate young performer, who "brought laughter and joy to everyone he met".

Father and son Dean (48) and Charlie Lowe were hit by a vehicle as they walked along Rue de Fauvic in the direction of St. Clement’s Church on Saturday evening.

Despite extensive efforts to save them in hospital, both died from their injuries later in the night.

A 28-year-old man – who has not been named – was arrested in St. Helier yesterday on suspicion of causing death by dangerous driving, and failing to stop and report the collision. He has now been released on bail.

Numerous tributes have poured in from friends, colleagues and politicians.

Chief Minister Kristina Moore last night described Jersey Employment Trust coordinator and musician Mr Lowe as someone "well-known and loved by so many people for his community spirit and the passion he had for helping others".

"Dean was a proud father to Charlie, and it is always particularly shocking when a child has their life taken from them. My heartfelt thoughts and prayers are with Dean and Charlie's family and friends," she added.

This afternoon, St. Clement's Primary School Headteacher Richard Heaven paid tribute to Charlie.

"Charlie was the most charismatic of pupils who brought laughter and joy to everyone he met," Mr Heaven said.

He continued: "He showed a love for performing – he relished being on stage.

"He also showed particular interest in the areas of science and history.

"As a school community we are shocked and devastated by this tragic news. Our thoughts are with Charlie's and Dean's family at this time."

The Bailiff, Sir Timothy Le Cocq, also shared condolences with the family.

“I am extremely saddened to hear of the tragic death of Dean Richard Lowe and his son Charlie. My thoughts, as I know the thoughts of the wider Jersey community, are with their family, friends, and colleagues and all those touched by them during their lives," he commented.

"Having myself read the countless tributes already made by islanders about Mr Lowe it is clear he was held in incredibly high regard, and he had a significant impact on the lives of so many.”

St. Clement pupils have been offered counselling support at the school today, and the Chief Minister said that police officers and "numerous government agencies" would be continuing "their work to respond to this tragedy and care for the bereaved family".
