Health care insurance is smart financial decision, as it not only saves money on medical expenses but also ensures access to quality care and health management with symbol of stethoscope. investment.

Dear Sir,

Here is another very good controllable funding model the States decided against, as they preferred GST++.

As I have suggested to our States Deputies and Civil Servants, we need to revamp how we collect tax / income: a whole new way of ring-fencing tax income streams.

  1. Social Service Stamp being number one, to fully support our island families in need and islanders’ pensions. (Not from income tax)

  2. An Island Health Stamp. To totally cover and provide a basic island health infrastructure, PE Hospital, nursing homes, to support the island’s needs for everyone. (Not from income tax)

  3. These stamps being paid by employer-employee and everyone living on our island, based on income, to provide basic living support, and total health infrastructure, and support for everyone living on the island only.

The only exclusion is pensions, which can be paid to islanders living outside of Guernsey on a fixed scale only, with no yearly increases.

  4. Income tax should then be solely ring-fenced to support the island infrastructure and services, eg education, ambulance, police, fire brigade, prison and legal support, States of Guernsey departments, buildings, land and Deputies’ salaries.

  5. Harbours, Airport, Electricity, Water, Post Office, States Works and Dairy should all become self-supporting, stand-alone companies employing their own staff (not States employees under States contracts). They should have two States members on their boards to oversee their operation on behalf of the island, and any profits made are payable to the States of Guernsey.

  6. As the population grows older, the costs are going to climb quickly. By having a separate, adjustable health stamp tax stream to finance health, we would be able to quantify, control, privatise and deliver a good basic health service with a budget control system.

  7. With these new tax advantages in place, we would not need to implement GST.

  8. Our local companies/businesses would have an added stable advantage to compete against others.

  9. The States would have better control of island finances. It would place the States in a better position to take advantage of and open up other business venture tax schemes other jurisdictions don’t have to offer.

Yours,
Tony Corbin
