Guernsey’s community feels rightfully betrayed by the depraved actions of disgraced politician and pastor Jonathan Le Tocq. 

He was sentenced to nine years behind bars for a variety of sexual offences on Monday.

Should he serve his full sentence, he’ll be a free man as of August 2034. However, he could be out in early 2030.

On release he will be on an extended sentence licence for two further years and must follow notification requirements for five years.

His life will be very different to how it was when he was a senior politician, and a religious leader.

He held positions of prominence in island life from the 1980s until he eventually resigned from the States after pleading guilty to his sordid crimes in December 2025.

Following his sentencing, with his disgraceful actions now laid bare for all to see, Express shares a timeline of his life and career and how he betrayed the trust we all placed in him.

1964 – 1989: Early life

Born in 1964, Jonathan Paul Le Tocq was adopted at 11 days old.

He had previously told Express that his childhood was “idyllic”.

It was referenced in Court on Monday that psychological assessments of Le Tocq showed “there is nothing in (his) early life or assessment so far to explain your offending”.

Le Tocq left Guernsey as a young man and studied to be a teacher in London.

He was keen on music and answered a personal calling to join the Christian Ministry.

He married his wife, who is from London, in the 1980s and they lived together in the capital city.

The Le Tocq family moved back to Guernsey during the late 1980s and he was ordained as a Minister around the same time.

Mrs Le Tocq was identified as one of her husband’s victims on Monday morning, and through a victim impact statement she told the Court that she feels “violated, exposed, and unsafe” because of his actions.

She “feels appalled” for their children and confirmed she is seeking a divorce.

1989 – 2000: The pre-politics chapter

When Le Tocq moved back to the island, he was 24 years old.

He initially served Spurgeon Baptist Church, before he began working with the Rock Community Church as a pastor, before eventually moving into the Senior Pastor role.

Le Tocq was pastor of the church for 27 years until he stopped working for it in 2016. 

In 1994 he was involved with the Guernsey Evangelical Alliance, a network of approximately 20 local ministers, youth leaders, and churches working together. He later went on to be the Chairman of the GEA. It was disbanded in 2012. 

2000 – 2008: First political stint

The first time Le Tocq was called ‘Deputy’ came at the turn of the millennium.

Running in the Castel District, he finished in the parish’s sixth and final successful place for a seat in the States in 2000. He had received a total of 1,068 votes.

During this term he was elected as President of Overseas Aid, a position he held until 2004, when he was once again successful in the district election system, finishing fourth out of seven successful places in the Castel.

From 2004, Le Tocq served as Chairman of the Public Sector Remuneration Committee, and held a position in the Treasury and Resources Department.

2008 – 2012: The political break

In 2008 Le Tocq stood down from politics.

He instead began a series of jobs working with faith based organisations and charitable focussed groups. 

His affiliation with New Ground, a Christian organisation in which he helped establish churches in France and lead talks and podcasts, began in 2009. This role lasted until his arrest in July 2025.

This group funded his pastoral pay check for his work with Rock Community Church. 

During his four-year absence from local politics between 2008 and 2012, Le Tocq was also made an Advisory Panel Member for the Guernsey Community Foundation, an affiliation he held through to 2018.

Police investigations would later reveal that his debauched criminal behaviour had started two years earlier than that.

The court heard on Monday that Le Tocq had set up an Instagram account in November 2016, through which he posed as a couple and shared sordid messages, images, and pseudo images that he had created, with other people.

2012 – 2016: A political return and a rise in prominence

In 2012 Le Tocq once again ran for a political position in the Castel District. He finished fifth, claiming one of six seats in the States, with 1,575 votes from the public. 

He was made Deputy Chief Minister after this election, losing out to Peter Harwood 20 votes to 27, in an attempt to claim the top job.

At this time he also held the role of Home Department Minister – the politician directly responsible for policing, law enforcement, the prison, and judicial system. 

Two years later, in 2014, Le Tocq was elected Chief Minister of Guernsey – the highest position within the States. 

One of the biggest stories during his time at the top came in January 2015, when alongside his Jersey counterpart; Ian Gorst, he signed an agreement with La Manche and Lower Normandy to make the relationships between the jurisdictions closer. 

Mr Gorst would later provide a character reference for Le Tocq ahead of his sentencing hearing.

Le Tocq’s time at the very top of Guernsey politics didn’t last long however, as in 2016 Deputy Gavin St Pier took the position of Chief Minister and Le Tocq was instead appointed to the position of External Relations Lead.

This work took him to Brussels and the UK regularly, and saw him meet other political leaders as he represented Guernsey on the national stage.

It was in 2016 that Guernsey Police later found out his nine-year crime spree had also begun.

2016 onwards: The complete betrayal of the Guernsey public

It’s not totally clear when Le Tocq’s disgraceful behaviour began, however the first evidence used in his sentencing hearing on Monday dates back to 2016.

By this time he was working on the international stage, representing Guernsey as the External and Constitutional Affairs Minister. 

The Royal Court heard on Monday that Le Tocq set up an Instagram account in November 20216 in which he posed as ‘Henrietta’ and ‘Wills’ and shared explicit messages and images, including some pseudo images that he created.

Crown Advocate Christopher Dunford told the court that Le Tocq was first introduced to the notion of “altering images” while he worked in Brussels during this period. 

Despite his criminal behaviour behind the scenes – which continued until just days before his arrest in July 2025 – Le Tocq continued to be prominent in politics.

He finished 22nd out of 38 in Guernsey’s first island-wide election in 2020, receiving 8,636 votes. 

Four years later, he ranked higher in the polls even though his vote total had dropped.

He finished the 2025 election – held on 18 June – in 9th place, picking up 8,002 votes.

The Royal Court heard on Monday that Le Tocq had posted explicit images of one of his local victims, along with illegally-explicit messages on 13 June 2025.

He had created further pseudo indecent images of the same local victim on 14 June 2025.

He repeated this behaviour on 21 June 2025.  

In some of these images he had put his own face over a male protagonist in sexual explicit situations that would leave a person at risk of injury.

July 2025 – present day: The public downfall of Le Tocq

Just weeks after his election win, Guernsey Police arrived at Le Tocq’s home to arrest him on suspicion of telecommunication offences.

He was initially released on police bail while those investigations continued.

He spent the following month in France, where he owns a second home. 

Le Tocq reported to Guernsey Police station on 22 August 2025 where he was presented with evidence that had been gathered through searching his electronic devices.

He was then charged with numerous offences, including telecommunication crimes, downloading indecent images of children, and possession of extreme porn.

Le Tocq appeared in court for the first time that afternoon. He was remanded into custody, where he has remained ever since.

Le Tocq reappeared before the Magistrate’s Court in October, where he was remanded into custody for longer so police enquiries could continue.

He was subsequently charged with more offences and his case was elevated to the Royal Court – which has a higher sentencing power than the Magistrate’s Court – in November.

Le Tocq first admitted his guilt at a ‘plea and directions hearing’ in the Royal Court in early December 2025.

His sentencing date was set for Monday 26 January 2026.

In the meantime, Le Tocq has been held on remand at Les Nicolles Prison, where the court was told he has been engaging in social activities. Express has heard that Le Tocq led prayers at Christmas-time, but this has not been confirmed by States’ officials.

At his sentencing hearing on Monday Le Tocq was given nine years in prison.

If he completes his full sentence he’ll be expected to be released from prison in August 2034. The earliest he could be out of prison, on good behaviour and with time served, is February 2030. 

The future

It was confirmed in court on Monday that some of Le Tocq’s actions are not currently illegal.

Where he was charged with telecommunications offences, for sharing indecent content with other people, he could have faced further charges if the law had kept up with technology advances.

That is now being dealt with, as the Committee for Homes Affairs had already announced that legislation is being updated, with Guernsey Police working with Home Affairs on this.

That will now be Le Tocq’s legacy.

He will not be remembered for working with churches as a pastor, nor for his work with the States, charities, or other organisations.

He will instead be remembered for his disgusting betrayal of the public, his perversions, and the new laws being set in Guernsey Granite as a result of his sordid criminal behaviour.
